VP Karl Christen (R) released a proposal for immigration reform:
Proposal to define immigration status.
#1 Immigrants shall receive $15 Tollars upon establishing registration within Titulia. This is a personal grant, and not a loan.
#2 Immigrants shall recieve welcome email from Ministry of Economics regarding employment or self employment opportunities.
#3 Immigrants shall recieve welcome email from Vice Presidents office, detailing political system and constitution.
#4 Immigrants shall not be eligible for cabinet positions, until they have been in Titulia for no less then two weeks.
This does not include party positions or offices.
#5 All activies in Titulia, except #4, shall be available to all citizens or new immigrants.
#6 Businesses contracted by the government, shall not in anyway target by party or affiliation immigrants, through their recruiting efforts. Violation of this policy may result in loss of their governmental contract.
#7 President will assign one cabinet member to assign contracts to private business.

Here is Minister Julian’s response and revisions:
- Reduce the grant to at least T$5 - 10. We cannot use too much money
- They should receive welcome emails from all the Depts. (combined or seperate) informing them about jobs and job opportunities
- (#3) Welcome Letter should be from President
- I agree with #4 ,5,and 6
